What exactly is SUE?
Subsurface Utility Engineering (SUE), as defined in CI/ASCE 38-02, is a branch of engineering practice that involves managing certain risks associated with utility mapping at appropriate quality levels, utility coordination, utility relocation design and coordination, utility condition assessment, communication of utility data to concerned parties, utility relocation cost estimates, implementation of utility accommodation policies, and utility design.

Lawrance Arcand P.Eng is an industry leader in the provision of SUE services. He is the former Chair and current member of the Board of Directors for the ORCGA (he was a technical lead on the new CSA S250 – Mapping of Under Utilities) and is the Chair of the Transportation Association of Canada – Public Utilities Management Committee. Lawrence has extensive experience managing projects across the country and has published numerous papers and articles on the subject of SUE. Lawrence is registered as a P.Eng in AB, BC, MN and Ontario.
Harry Dickinson has worked in heavy civil construction for 17 years. His first six years were spent in the engineering consulting industry in work ranging from project management and civil design to materials testing and inspection. For the past 11 years, Harry has worked exclusively in the trenchless technology sector. He is a registered Applied Science Technologist with ASTTBC. His education and work experience makes him a key member of the Project Management Team at Kamloops Augering & Boring where he is involved with all facets of day to day operations.
Darlene Dyson has been with BC One Call since its inception in January 1994 starting as a CSR and progressing to her current position as Operations Manager in May 1999. She has been involved in BC One Call training and operations in Oregon, Idaho, Alaska, New Mexico, British Columbia, Alberta, Saskatchewan and Ontario. She currently sits as the Operations Manager on the BC One Call Board of Directors, as a board member representing BC One Call for the BC Common Ground Alliance and as the BC One Call Representative on the Board of the Canadian One Call Association.
Brian Kidwell is a sales & training specialist with EECOL Electric and is a course instructor with the E.O.C.P. Certification Program Society. He is a member of the British Columbia Water & Waste Water Association (B.C.W.W.A), Public Works Alliance (P.W.A.), Municipal Services Association (M.S.A.), the B.C. Common Ground Alliance, and a participant & speaker at DigSafe B.C! Brian was instrumental in developing the “Utility Gradesperson” certification program with the B.C. Roadbuilders & Heavy Construction Association. He contributes to many safety organizations including: B.C.C.G.A., B.C. Municipal Safety Assoc., B.C. Construction Safety Network, and WorkSafe BC.
Andrew Mark, Manager of Damage Prevention and Public Awareness, has been with Kinder Morgan Canada since 2011. He came to Kinder Morgan Canada as the Western Region Supervisor of Pipeline Protection after working in the damage prevention field for over 18 years across Alberta and British Columbia. Andrew currently leads all aspects of the company’s damage prevention program designed to ensure pipeline safety and to educate landowners, neighbours and contractors about safe digging practices. Andrew is the chair of the British Columbia Common Ground Alliance Best Practices Committee.
David O’Sullivan is the President of PW Trenchless Construction Inc. which specializes in pipe bursting, slip lining, and directional drilling. David earned his engineering degree in Ireland before immigrating to Canada in 1978. He has been involved in the trenchless construction industry since 1990, working first as a consultant for seven years before becoming a general contractor. In the last six years, he has become a major proponent of the use of trenchless technology as a way of lowering ones carbon footprint during the construction process.
Terry Wong, M.Sc. Senior Project Manager at Canadian Subsurface Investigations (CSi). He has more than 10 years of experience in the application of Ground Penetrating Radar (GPR). Terry has been involved in various subsurface utilities, mapping projects for several major developments in Vancouver, including the Domestic Terminal Building Expansion in YVR, the BC Place Stadium Roof Upgrade, and the Port Mann Bridge Highway 1 (PMH1) project. He is currently working on software developments for a multi-frequency GPR system which will help to improve the efficiency of data collection and processing in subsurface utilities detection for large area survey.
